The Minnesota Pollution Control Agency (MPCA) has developed a statewide TMDL (Total Maximum Daily Load) Database to standardize and maintain spatial data related to TMDL reports. This project stores geographic boundaries of TMDL allocation areas, maintains data attributes for integration with the TEMPO system, and is updated as new TMDL reports receive EPA approval. The database contains four primary feature layers: TMDL Project Areas, Allocation Areas (specific drainage areas where pollutant sources were assessed), and individual Streams and Lakes with approved TMDL reports. The dataset supports spatial analyses with various environmental data layers, including feedlots, surface water discharge points, riparian areas, and green infrastructure. Allocation areas, including boundary conditions, were delineated using the best available data source, however errors may remain. The 'Source' field specifies the dataset from which the allocation area was derived. Entries marked as 'Project' have been checked against the approved TMDL report. Other entries denote the allocation areas data source. The primary purpose of the database is to house TMDL allocation areas and associated data. This allows the fast and efficient querying of what areas were assessed in past TMDLs and what areas have been assessed for specific pollutants. This ability allows for the efficient determination of what impaired waterbodies may be eligible for 4a recategorization, supports municipal separate storm sewer system (MS4), industrial stormwater (ISW), and construction stormwater (CSW) permit compliance, streamlines the identification of data gaps and priority areas for future TMDL development, and provides a centralized resource for tracking pollutant load reduction progress over time.
