- This file contains the Master Street Address Guide representing the geographic extent of the Metropolitan Emergency Services Board (MESB) region. An MSAG is a tabular file required in Enhanced 9-1-1 to validate 9-1-1 caller address locations, assign the appropriate Public Safety Answering Point (PSAP) for 9-1-1 call routing, and identify emergency response agencies. An MSAG includes both address elements and a small number of non-address elements used by legacy 9-1-1 services to facilitate routing of wireless and VoIP 911 calls, as well as identify certain error conditions. It is provided as a spreadsheet. The Master Street Address Guide is used for validating addresses of telecom customers and determining routing for 9-1-1 calls. It was created by the Public Safety Answering Points (PSAPs) of the 10-county Twin Cities metropolitan area in collaboration with the MESB. The production version of the MSAG is hosted by Intrado, Inc. and a copy provided to the MESB on a quarterly basis. Valid on June 7, 2024.
