The largest changes is the growth of the 1st district into the rural 2nd district south of I-90. Since we had to split Precincts to do this, that allowed the use of simple street lines to make this a lot cleaner. No changes were done in and around the bulk of the core of the City of Moses Lake except a small area where the city line intruded into the 2nd district near the freeway. This had zero population in it. I want to keep the splits easy to incorporate into updating the next Precinct files. The population demographics did not fundamentally change for any of the districts except to even population counts. I feel this proposed plan meets all the statutes of RCW 29a.76.010.
