Illinois Department of TransportationThe Priority Highway Freight Network (PHFN) was identified using a combination of data and stakeholder input to identify the roadways most critical to freight in the state. All segments of the National Highway Freight Network (NHFN) within Illinois are part of the PHFN, but additional segments of this network were also identified using metrics that looked at economic competitiveness, goods movement, strategic supply chains, and market access and connectivity factors.
