Baltimore County GovernmentRights of Way, or Encumbrances as they are called in the geographic information system, are parcels that the county has rights to traverse, either through easement rights or through outright in-fee ownership to said parcel. The encumbrance layer in the GIS system, includes the in-fee parcels as recorded in a database maintained by the Real Estate Compliance section of the Permits, Approvals and Inspections department numbering approximately 18,700.
