Cleveland GISDescription Board-up permits issued by the Department of Building and Housing since 2015. A "board up" or boarding permit is issued when a City inspector responds to a complaint that a structure is open, vacant, and/or vandalized (O.V.V.). If the inspector determines that the complaint is valid and the structure is open to casual entry, a contractor will board every casual entry point, which most often includes first floor doors and windows.
