Description
The percentage of persons that have not completed, graduated, or received a high school diploma or GED. This is a standard indicator used to measure the portion of the population with less than a basic level of skills needed for the workplace. Persons under the age of 25 are not included in this analysis since many of these persons are still attending various levels of schooling.
