Abstract
This data layer represents land use for Kenosha County, Wisconsin in 2010. [The 2010 Land Use Inventory data set contains polygon features showing land use delineations for the seven-county Southeastern Wisconsin Region, covering Kenosha, Milwaukee, Ozaukee, Racine, Walworth, Washington, and Waukesha Counties. Previous land use data sets were collected at approximately 5-year intervals, and are current for the years 1963, 1970, 1980, 1985, 1990, 1995, and 2000. The polygon features were originally delineated on 1"=400' scale aerial photographs and board digitized. Recent inventories have been collected utilizing digital orthophotography and digital property boundary lines. The land use polygons are identified according to the Southeastern Wisconsin Regional Planning Commission's (SEWRPC) land use classification system. ]

This layer is intended for basic applications such as viewing, querying, and map output production, or to provide a basemap to support graphical overlays and analysis with other spatial data. [This data set was collected to provide an inventory of land use in Southeastern Wisconsin and to be used for broad regional planning purposes. ]

Process Step
Description
[The initial land use inventory was prepared from 1963 ratioed and rectified aerial photography. Boundaries of land use areas were drawn on 1" = 400' scale hardcopy paper aerial photo prints by the Land Use Division staff. Subsequent inventories were prepared utilizing the respective year of aerial photography, as land use boundaries were delineated on hardcopy prints of the recent aerial photos with reference to the maps of the previous land use inventory. In the 1980's, the GIS Division staff began digitizing the hardcopy land use delineations to convert the maps into digital format. In 1995, the Commission acquired digital and hardcopy orthophotography which was incorporated into the land use inventory collection process. For the 1995 and 2000 inventories, GIS Divison staff prepared 1" = 400' scale or 1" = 200' scale hardcopy plots of previous land use boundaries, together with available property boundaries, on the orthophotography. The Land Use Division delineated current land use boundaries with reference to property boundaries and ancillary materials, such as land use information prepared by local municipalities. The delineations were then digitized by the GIS Division and hardcopy plots were reviewed by the Land Use Division. The 2000 land use inventory was collected to fit property boundary lines where necessary for more than 90 percent of the Region where digital cadastral mapping was available at the time of inventory. The 2010 Land Use Inventory was prepared by updating the 2000 inventory. Hardcopy plots showing 2000 land use polygon boundaries and labels, 2010 parcel boundaries, and 2010 color orthophotography were generated at 1" = 400' scale or 1" = 200' scale. Land Use Division planners delineated changes to the land use boundaries on the hardcopy plots by interpreting features on the orthophotography and referencing other sources such as aerial oblique photography and Google Street View. GIS Division technicians digitized the updates to create the 2010 land use geodatabase files, reviewed the files, and checked the topology of the data set. After a final review by Land Use staff, the 2010 Land Use Inventory was finalized and ready for use in planning applications. ]
