Assets with high exposure and criticality are considered highly vulnerable to climate hazards. Exposure is weighted higher than criticality because it is the main driver of climate-related impacts. Additionally, the exposure indicators used in the analysis are adjusted to consider future climate conditions, while the criticality indicators are based solely on historical data. These vulnerability assessments are part of the data analysis meant to inform the Transportation Resilience Improvement Plan.
