Component Types of Links-- Connection: The location where a discharge enters or leaves the Permittee's MS4 from or to a private entity, other public agency, or other jurisdiction. It also includes discharges from the Permittee's MS4 that occur above ground and are not within the ordinary high water mark of a receiving water. For example, an above-ground pipe that discharges to the ground outside the ordinary high water mark of a stream. -- Discharge Point: Defined by the Department of Ecology and "means the location where a discharge leaves the Permittee's MS4 through... [features] designed to infiltrate."--- Infall: The point point where a receiving waterbody or receiving waters enters the Permittee's MS4. Note that once a receiving water enters MS4, it is no longer considered a receiving water.--- Outfall: Defined by the Department of Ecology. "Outfall" means point source as defined by 40 CFR 122.2 at the point where a discharge leaves the Permittee's MS4 and enters a surface receiving waterbody or surface receiving waters. Outfall does not include pipes, tunnels, or other conveyances which connect segments of the same stream or other surface waters and are used to convey primarily surface waters.
