In collaboration with Tetra Tech Inc., the Borough ranked flood-prone structures and identified target areas for potential acquisition to reduce future flood risk. Using criteria from the 2016 FEMA Notice of Funding Opportunity, the Borough committee developed a ranking system to ensure an unbiased, equitable evaluation of each property. A spatial analysis was conducted using ArcGIS and the 'hot spot analysis (Getis-Ord Gi*)' tool to identify clusters of flood-prone properties. These clusters, each containing approximately 50 structures, were designed to be manageable within individual FEMA Hazard Mitigation Assistance (HMA) grant cycles. Each cluster also included at least one Repetitive Loss or Severe Repetitive Loss property, increasing their eligibility for future FEMA grant funding.
