As described in the Water Policy Plan of Met Council's regional development guide, Imagine 2050, community water supply systems are defined by eight categories.  1. Independent municipal community public water system with appropriation permit 2. Municipal community public water system with appropriation permit, also supplying neighbor(s) 3. Municipal community public water system with both appropriation permit and purchasing additional source water from neighbor(s) 4. Privately-owned wells, nonmunicipal public water systems, and/or nonmunicipal community public systems - no municipal community public water system 5. Municipal community public water system purchasing all source water from neighbor(s) 6. Neighbor provides municipal community public water system and source 7. Jointly-owned municipal community public water supply system purchasing all source water from neighbor(s) 8. Planning for independent municipal community public water system  This dataset also defines the source(s) of water supplying the community as groundwater, surface water, or both.</dc:description><dc:description>The purpose is to provide information about water supply systems to inform community planning. This information is also used by the Metropolitan Council to organize water supply related content for System Statements and the Minimum Requirements checklist in the Local Planning Handbook.  The 2005 Minnesota Legislature directed the Metropolitan Council to "carry out planning activities addressing the water supply needs of the metropolitan area" (Minnesota Statutes, Section 473.1565). Specifically the Council is charged with developing a base of technical information for water supply planning decisions and to prepare a metropolitan area master water supply plan.
