Esri ArcGIS Online (AGOL) Hosted Feature Layer for accessing the MDOT SHA Highway Needs Inventory (HNI) Projects data product.MDOT SHA Highway Needs Inventory (HNI) Projects data consists of linear geometric features which represent the geographic extent of primary & secondary highway improvements along roadways throughout the State of Maryland that are part of the MDOT SHA Highway Needs Inventory (HNI) Program. The HNI program identifies highway improvements to serve existing and projected population and economic activity in the State as well as address safety and structural problems that warrant major construction or reconstruction. Projects identified in this program represent only an acknowledgment of need based on technical analysis and adopted local and regional transportation plans. The HNI is not a construction program, and inclusion of a project does not represent a commitment to implementation. The HNI is not financially constrained nor is it based on revenue forecasts. The HNI may be considered as a compilation of projected major highway deficiencies. It is important to note that only a portion of the projects in this data will be addressed in the future through selective capital improvements. Many of these needs will remain unfulfilled because MDOT does not anticipate that the gap between needs & resources can ever be completely closed, even with the infusion of new revenue. MDOT SHA Highway Needs Inventory (HNI) Projects data is used by various business units throughout MDOT as well as many other Federal, State, and local government agencies.MDOT SHA Highway Needs Inventory (HNI) Projects data is owned & maintained by the MDOT SHA Office of Planning & Preliminary Engineering, under the MDOT SHA Regional Intermodal Planning Division (RIPD).
