The Pelton Round Butte Hydroelectric Project (PRB complex) is not covered in the Deschutes Basin HCP. While the PRB complex lies within the covered lands downstream of the irrigation dams covered in the HCP, it is owned, operated, and maintained by Portland General Electric and the Confederated Tribes of the Warm Springs Reservation under a separate license and has previously been assessed for its effects to fish and wildlife species. The PRB complex spans several miles and consists of the Round Butte Dam at the upstream end that forms Lake Billy Chinook, the Pelton Dam forming Lake Simtustus, and the Reregulating Dam/Reservoir at the downstream end. Trout Creek lies within the covered lands of the HCP, but there are no conservation measures implemented within this section. Impacts from the HCP to fish and wildlife within Trout Creek are mitigated by conservation measures elsewhere in the basin that have a stronger beneficial effect for the covered species. Mud Springs Creek lies within the covered lands of the HCP, but there are no conservation measures implemented within this section.
