- §01 Defined Terms“MDOT SHA” shall refer to the Maryland Department of Transportation’s State Highway Administration“This initiative” shall refer to the MDOT SHA Advanced Plat Geo-Referencing Program“PSD” shall refer to the Plats and Surveys Division within the MDOT SHA Office of Highway Development“ORE” shall refer to the Office of Real Estate within the MDOT SHA.“ROW” shall mean in this context the Right-Of-Way of the State of Maryland, referring to the legal right, established as a type of easement by usage or grant, of the MDOT SHA to make a way over a piece of land for the purposes of implementing and maintaining Maryland state transportation infrastructure.“Plat” shall refer to in this context a drawing prepared at an appropriate scale to show the results of the findings and conclusions of a PSD-conducted survey.“GeoTIFF” shall refer to a public domain metadata standard which allows spatial information to be embedded within a digitally-scanned TIFF image file of a plat.“Geo-Reference” shall refer to the process of geo-locating and exporting a digitally scanned TIFF image of a plat as a GeoTIFF.“Geo-Referencing Services” shall refer to all subsequent spatial products derived from this initiative.§02 Explanation of LimitationsSome of the Right-of-Way boundaries represented in this layer are traced from Geo-Referenced ROW plat images. The Asset Management Group within PSD strives to Geo-Reference all modern and historic ROW plats within a five-foot accuracy to the best of their collective ability. the GeoTIFF and all other Geo-Referencing Services herein are for assessment and planning purposes only. Any attempt to retroactively catalog and visualize historic spatial information in a modern, high-resolution map system will inevitably present a varying degree of accuracy in the final product. As they are derived from precision survey measurements calculated by professional surveyors, the ROW boundaries presented by the GeoTIFFs are expected to be a more accurate boundary representation than any prior boundary dataset claiming to portray Maryland State ROW or parcel lines of division. However, the parcel ownership, utility designations, and boundary information presented by the GeoTIFFs are not intended to be used for description, conveyance, authoritative definition of legal boundary, or property title. The spatial associations of a GeoTIFF image’s contents are not a replacement for an actual field survey or survey-grade product. Users are encouraged to submit official ORE research requests, or otherwise examine the current deed and plat recordation information prior to engaging in contractual commitments. Users shall make themselves aware of the limitations of referencing historical survey information when purchasing real estate from the State of Maryland or developing property within the State of Maryland’s ROW under contract. PSD, or any associated personnel under contract with the PSD shall not be held liable for any special, direct, indirect, consequential, or incidental damages or property disputes in connection with the use of these Geo-Referencing Services.THIS DATA IS PROVIDED "AS IS" WITHOUT WARRANTY OF ANY KIND, EITHER EXPRESSED OR IMPLIED.
