Info: Imagery from WROC was acquired across three years. While the majority of imagery was acquired in the spring of 2025, users should be aware these mosaics may also be comprised of imagery from spring 2023 and spring 2024. Counties flown in 2023: Ashland, Brown, Clark, Crawford, Dodge, Dunn, Eau Claire, Jackson, La Crosse, Lafayette, Manitowoc, Trempealeau. Counties flown in 2024: Barron, Buffalo, Calumet, Dane, Grant, Iowa, Lincoln, Monroe, Oneida, Ozaukee,Pepin, Racine, Rock, Rusk, Shawano, Walworth, Washburn, Washington, Waukesha. Note: many islands of the Apostle Islands National Lakeshore were not flown as part of the 2023-2025 WROC project.

Title: WROC Aerial Imagery County Mosaics (WTM), WI 2023-2025
Description: Ayres Associates partnered with NCWRPC for the creation of 12-inch pixel countywide mosaics from the native resolution digital orthoimagery produced under the Wisconsin Regional Orthoimagery Consortium (WROC) in 2023-25. This project established 3-band countywide mosaics for state and federal partners using WROC member data acquired under the Consortium. Ayres Associates partnered with North Central Wisconsin Regional Planning Commission (NCWRPC) for the creation of 12-inch pixel countywide mosaics from the native resolution digital orthoimagery produced under the Wisconsin Regional Orthoimagery Consortium (WROC) in 2023-25. This project established 3-band natural color mosaics in WTM meters for state and federal partners using WROC member data acquired under the Consortium. The coverage area included all 72 counties in Wisconsin which were flown in spring 2023, spring 2024, and spring 2025 under leaf-off conditions. The 4-band (RGB-NIR) aerial imagery was collected using Vexcel UltraCam Eagle and Leica DMCIII sensors outfitted in a fixed-wing aircraft with onboard GNSS/IMU systems and gyro-stabilized mounts. The native resolution aerial imagery was acquired to support 3-inch, 6-inch, and 12-inch ground sample distance (GSD) specifications. Resultant orthoimagery was rectified to DEMs created from new and existing LiDAR data. Orthoimagery was delivered in GeoTIFF format. The re-sampled statewide 3-band, 12-inch pixel MrSID mosaic countywide orthoimagery was produced to meet or exceed a horizontal accuracy standard of 4.8 feet at 95% confidence level according to ASPRS positional accuracy standards for digital geospatial data. Supplemental Information: The Wisconsin Regional Orthoimagery Consortium (WROC) is a multi-entity group led by regional planning commissions (RPCs) and WROC representatives from Ayres Associates. The goal of the consortium is to build and sustain a multi-participant program to acquire digital orthoimagery and elevation data throughout Wisconsin. Orthoimagery was collected to provide consistent deliverable products and accuracy standards for each of the participating entities.
