Snohomish County Planning & Development Services (PDS)Rural lands are those areas outside of urban growth areas (UGAs). As the Growth Management Act (GMA) requires a "Rural Element" that includes lands "not designated for urban growth, agriculture, forest, or mineral resources" (RCW 36.70A.070(5)). The GMA requires the county to include a rural element in its comprehensive plan.
