Pierce County Public Works: UtilitiesThe purpose of the latecomers agreement as stated in Chapter 13.10 is to allow the County, pursuant to Chapter 35.91 RCW, to enter into Latecomers Agreements with a developer of real property for the installation of public sanitary sewer facilities. It is entirely within the County's sole discretion whether it elects to enter into Latecomers Agreements. In order for the County to execute a Latecomers Agreement, the County must be convinced that the eligibility requirements set forth in PCC 13.10.030 have been met and it is in the best interest of the County to enter into such an agreement so that the benefit to the County outweighs the cost to the County in entering into an agreement.
