- Abstract
- This dataset includes boundaries for elementary school district boundaries within the state of Wisconsin. By law, all territory in the state must be included within a public school district. The US Census Bureau identifies three types of school districts. Unifiedschool districts serve children of all grade levels, Elementary primarialy serve students in the elementary grades, and Secondaryprimarily serve children in grades 9-12. Out of 421 school districts in Wisconsin, 44 are considered secondary districts.This layer is an aggregate of county-submitted data for school district boundaries.Each year, there is a chance for reorganizations to take place that either transfer territory between school districts or consolidate/dissolve/create districts. These reorganizations go into effect on July 1st of each year. In 2019, there were no reorganizations involving elementary district boundaries.In the initial school district boundary collection in 2017, DPI did not receive any data layers from GIS officials in Milwaukee County so Milwaukee County's elementary districts were based off Census boundaries. Walworth County's 2017 data submission to DPI only included unified and secondary districts so the elementary district boundaries were generate from the V3 statewide parcel layer. In this third edition of elementary school district boundaries, the boundary lines within Milwaukee and Walworth counties were redone to match data taken from each county's Open Data portal.

This reorganization took place in Iron County and involved a small parcel transfer from Hurley School District (unified) to North Lakeland School District (elementary) and Lakeland UHS (secondary).]

- This layer is the result of aggregation procedures implemented over school district boundary data provided by Wisconsin's 72 counties. Layers were reprojected to NAD_1983_HARN_Wisconsin_TM (EPSG: 3071), exported to a geodatabase feature dataset, and checked for topology errors. Topology errors were corrected and newly created Null features were merged into the appropriate adjacent school district polygons. School district name, Census LEA code, Cooperative Educational Service Agencies (CESA) number, and school district type (unified or secondary) attribute information was added via a field join using the school district code (SDID) number as the join attribute. School district boundary data was built up from the V3 Wisconsin Parcels 2017 dataset for counties that did not submit data or had more than 200 topology errors in their submitted layer. Using a modified ArcGIS model built by Codie See (csee@wisc.edu) at the Wisconsin State Cartographer's Office, parcels were aggregated by school district code. The process resulted in a separate geodatabase feature class for each school district located within a county. The feature classes were merged into a single county layer and checked for topology errors. The errors were corrected and NULL features were merged into the appropriate adjacent school district polygons. Right-of-Ways and rivers that fell along school district boundaries were split in half lengthwise using the Midpoint tool on the Editor tool bar in ArcGIS. Each half was merged into the appropriate adjacent school district polygon. Once all county data was cleaned and the districts were rechecked for locational accuracy, the 72 county shapefiles were merged into a single statewide layer. School districts that crossed county lines and had adjacent polygons were merged together. A final topology check and subsequent fixing of errors occured before a final dissolve that resulted in 378 school district multi-part polygons (368 unifed, 10 secondary) and one multi-part NULL feature. A unified school district dataset and a secondary school district dataset were created through an export of selected features based on their school district type attribute. This dataset does NOT contain the aforementioned multipart NULL feature.
