MORPC's TIP is a component of the Statewide TIP (STIP). The federal highway and transit acts of 1962 and 1964 respectively required that each urbanized area, as a condition to the receipt of federal capital or operating assistance, have a continuing, cooperative and comprehensive (3C) transportation planning process. This process results in plans and programs that are consistent with the comprehensively planned development of the urbanized area. The TIP, along with the Metropolitan Transportation Plan (MTP), is a key element of this process.
