New Jersey Department of Environmental Protection (NJDEP), Office of Climate ResilienceThe Disaster Risk Reduction Areas (DRRAs) dataset identifies high-risk flood zones within the Borough of Manville, created in response to both Hurricane Ida and previous floods. The DRRA boundaries, established in 2021, significantly overlap with the Borough's 2018 Priority Cluster Areas (PCAs), which were part of earlier flood mitigation planning. The dataset was developed using vehicle-mounted LiDAR surveys conducted by Professor Jie Gong from Rutgers Civil Engineering, which captured flood inundation of 5.5 feet or more. In addition to flood depth, the DRRA dataset incorporates other critical factors such as evacuation challenges, especially in the Lost Valley neighborhood, where storm conditions severely restricted access. The DRRA boundaries were further informed by data on substantial damage from Ida, repetitive and severe repetitive loss properties, local buyout proposals, and existing flood planning documents, including the Manville Acquisition Action Plan and the Hazard Mitigation Plan. The goal of this dataset is to provide an accurate reflection of the most flood-prone areas to guide future mitigation efforts, including buyouts, and to discourage continued residence in areas at high risk of severe flooding.
