The Land Use Allocation Plan (LUAP) is the updated master plan for public use development and resource management on the Upper Mississippi River. The original document was cooperatively prepared by both the U.S. Fish and Wildlife Service and the U.S. Army Corps of Engineers. The primary objective of the master plan was to publish a clear, practical, and balanced plan that will guide future Federal land use decisions and public use development actions.
